Housing Crisis: Landlords Not Renting Empty Apartments

During a housing crisis when people are struggling to find apartments, some landlords are intentionally not renting out empty apartments. My landlord has had one apartment empty for going on 2 years and another one has been empty for months now. I've heard of this happening at other buildings to limit supply, if you know more please leave a comment.
